The UK Highways Agency is responsible for operating, maintaining and improving the strategic road network in England on behalf of the Secretary of State for Transport. The agency plays a major role in delivering the Government’s Ten-Year Plan for Transport, which includes large-scale road and traffic reduction projects ranging from £10-100 million. Given the scope and prominence of this long-term initiative, it was imperative for the Highways Agency to implement an effective governance program to ensure the delivery of these projects in a cost efficient and timely manner while providing complete transparency to the public. PowerSteering was chosen to replace a myriad of project-level spreadsheets that were difficult to manage, frequently out of date and impractical for an initiative with government-wide visibility.

PowerSteering for Program Management & Governance

The Highways Agency selected PowerSteering’s program and portfolio management solution because of its flexibility, configurability and seamless integration capabilities to facilitate “single sign on.” In addition, PowerSteering had to support the Highways Agency’s Project Control Framework, a project lifecycle which breaks down the development and delivery of a major project into 3 phases and 7 stages – a compliance requirement mandated by the government.


PowerSteering has enabled the Highways Agency to provide the public with full transparency of its performance and has helped streamline the management and execution of major road construction projects through: • Adherence to a 7-stage project lifecycle for major road projects • Reduction of executive reporting lead time from days to minutes • Adoption of a centralized governance and program management platform • Increased team productivity through automated alerts and reminders • Elimination of custom project and financial spreadsheets
