Using Technology Business Management (TBM) to Provide IT Spending Transparency for Federal Agencies
This white paper looks at how Technology Business Management (TBM), also known as IT Financial Management (ITFM) or IT Financial Business Management (ITFBM), can effectively help government agencies provide IT spending transparency. Leveraging over 20 years of field expertise, we illustrate how TBM can be used to demonstrate and create value, not just for IT, but for other shared services departments.
The President’s Management Agenda (PMA) lays out a long-term vision for modernizing the Federal Government in key areas that will improve the ability of agencies to deliver mission outcomes. This includes better management and transparency of IT spending. Under the PMA, government agencies were given four years to adopt a Technology Business Management framework.
This vision is further defined in a series of Cross-Agency Priority ( or CAP) Goals. CAP Goals are used to implement the President’s Management Agenda and drive cross-government collaboration to tackle government-wide management challenges affecting most agencies.
